This Constitution takes precedence over byelaws, rules, regulations, policies, guidelines, directions and decisions made by the Executive, state branches, technical groups, interest groups or any organ of this Society.
Where any bye- laws, rules, regulations, policies, guidelines, directions and decisions is inconsistent with the provisions of this Constitution, the Constitution shall prevail, and the bye-laws, rules, regulations, policies, guidelines, directions and decisions shall to the extent of their inconsistency be void
