FIP WORLD CONGRESS OF PHARMACY – SEVILLE 2020

Firstly, we want to appreciate our honourable Chairman for finding this time to interact with representatives of the Pharmaceutical Society of Nigeria. We are most grateful.

The Pharmaceutical Society of Nigeria is the umbrella body of registered Pharmacists in Nigeria with a vision to be recognized as an association whose members are accessible healthcare professionals responsible for the provision and rational use of safe, effective and affordable medicines, pharmaceutical care and the promotion of public health and quality of life. The Pharmaceutical Society of Nigeria was founded in 1927 and registered under session 21 of the 1922 Companies Act.

Two key issues that bother us as Pharmacists have brought us to your office on this day. These includes:

PHARMACIST CONSULTANCY CADRE

The Head of Service on the 11th of September 2020 released a circular approving the Pharmacist Consultancy Cadre in the Federal Civil/Pubilc Service after the 41st meeting of the National Council of Establishment. This delights pharmacists especially those in the public sector. This is not the first time a circular of this nature has been released, as this same approval was given in 2011 but it never got implemented as some enemies of the Pharmacy profession stood against what is obtainable in other climes. As your fellow professional we want to request that you see to it, using the authority that this commission has to see that it is implemented and the pharmacists who are affected by this development get the remuneration that is due them.

MIGRATION OF NIGERIAN PHARMACISTS TO CONSOLIDATED HEALTH STRUCTURE (CONHESS)

The Pharmacists in Academia have for a long time be surcharged concerning what they deserve. The Pharmacy profession is a 5-year course and in some cases 6 years where the pharmacist undergo rigorous training and then spend an additional year in internship to ensure they are a most trusted professional. As we all agree, a labourer is worthy of his reward and the pharmacist is a diligent one at that. It is quite unfortunate that it is yet to be a reality to have the pharmacists in the Academia under the Consolidated Health Structure (CONHESS), whereas Medical Doctors and Veterinary Doctors in the Academia have been upgraded to this new salary scale. This migration has become necessary because of the need to have pharmacists properly placed and remunerated.

It is my firm belief that proper conversion would be effected, appropriate entry point determined and all entitlements due to the pharmacist in the Academia, in the new Salary Scale (CONHESS), would be appropriately paid, specifically – Health Professional Non-Clinical Duty Allowance/Call Duty Allowance, Specialist Allowance (for Senior Lecturers and above), Teaching Allowance, Hazard Allowance, Rural Posting  Allowance etc.

PRAYER

Our prayers are simple:

  • We urge the NSIWC to ensure the Pharmacists Consultancy Cadre be implemented in all federal civil/public institutions. This will be an added motivation to beneficiaries of this good development.
  • We humbly request for the immediate migration of the Pharmacists in the academia from the Consolidated University Academic Salary Structure (CONUASS) to the Consolidated Health Structure (CONHESS).
